DIAGNOSIS
2.1 Village selection according to the final report : « Appui au
développement local dans le nord Liban – Préparation de la
composante Développement Communautaire »
The Dannieh cluster is, according to the local communities, divided into a
lower area, a medium area and higher area. The intervention of the
community development component is targeting the higher part of Dannieh
which can be divided into 3 areas according to vulnerability and neediest
villages, territorial entities, social cohesion, physical and geographical
aspects, sharing the same road network, water sharing as well as rights on
the Jurd and the forests.
The experts’ final report underlined the importance of the biodiversity in jurd
Mrebbine area (which has the qualifications to become a National Park)
with a particular focus on the need to establish an environmental
assessment that will allow a better management of the area since most of
the Mrebbine farmers are opening new terraces to cultivate fruit trees. Plus,
a considerable number of residents in the upper villages are involved in
anarchic charcoal production that is harming the biodiversity and
landscapes of the region which can be avoided by implementing a forest
management since charcoal is a primary income generating resource.
As for the priorities expressed in the report, it was clear that the area has
lots of potentials and it is possible to link most of them. On the higher ridges
of the mountains, ecotourism, forest management, charcoal production and
livestock breeding with a rotational rangeland management can form a
whole intervention. In addition, the presence of an agriculture expertise and
advice is needed in this cluster.
Regarding the water usage, even if the report cited that water reservoirs
exist as well as the network and little intervention is needed to have a
correct water distribution, this issue will not be discussed at this moment
since the Agriculture infrastructure comp onent of ADELNORD project is
working on improving the agricultural roads, irrigation canals and water
retention pond. But, at a later level and if expressed by the locals as a
need, there would be a possibility to complement some of the infrastructure
project such as increasing beneficiaries, improving the maintenance and
management.
Regarding the regional importance of the cluster, the report cites that
ecotourism shall be linked to the efforts made in upper Hermel and Karm
Shbat since the Juniper and the Cedar trees have an important potential for
eco-tourism which is in line with the existence of archaeological remains
and heritage sites. As for the charcoal production, it is done by special
authorization from the Ministry of Agriculture. This needs a feasibility study
