ODDS AND ENDS
January 2014
 General.
 Budget. As most of you know, JROTC did not receive an OMA budget for this
FY. At present, I see no signs that we will receive OMA funding. As a result, the
Instructor Training Workshop has been canceled, alternative options are being looked at
for JCLC and Brigade JROTC travel has been significantly curtailed. The training
workshop may be rescheduled if funds become available. Additionally, JROTC units
are not authorized to commit OMA funds at this time. MPA funding levels have not
changed.
 New Brigade Commander. The Brigade conducted a change of command last
month. The new commander is COL Lawrence A. Anyanwu. His command photo can
be downloaded from the Brigade JROTC website at:

 There have been many changes over the past 6 months and most are covered in
this document. Please read it carefully. If you have questions, please give us a call or
shoot us an email. Since we are extremely limited on our ability to conduct face to face
visits, email and the telephone will be our primary means of assisting you for the
foreseeable future.

INSTRUCTOR MANAGEMENT
 Hiring Actions. As of December 12, 2013, JROTC received a limited amount of
money for instructor hires. The following priorities have been established and will be
used to start the hiring actions:
 Priority 1. JROTC programs that have no instructors. Schools must hire first
instructor by 1 February 2014 and the second instructor by 1 March 2014.
 Priority 2. Those instructors that were hired by schools on a non-cost shared
basis between June – September 2013, who did not retire until 1 Oct-1 Dec 2013
(FY14).
 Priority 3. Schools with only one instructor. The priority is to ensure that schools
with only one instructor receive the second instructor that is authorized. We are still
working the action of allowing instructors to transfer outside of their current district.
 HIRING OF ADDITIONAL INSTRUCTORS (2nd, 3rd, etc. AI’s) ON A COST
SHARED BASIS IS NOT AUTHORIZED….
 Effective immediately. Instructors and schools/school districts must have written
approval prior to placing an instructor in the classroom due to the possibility of an
unauthorized commitment of appropriated funds. Cadet Command will no longer
operate on the “good faith” system.
 Weight Control. Many instructors have not submitted height/weight documents to
brigade. The suspense to submit the annual height/weight documents was 15 Oct
2013. Failure to submit height/weight documents may cause you to be placed on
probation and will prevent you from attending JSOCC or any other Cadet Command
training. If you are within the weight standard, only submit the weight verification form.
If you are not within the standards, submit the weight verification form and the body fat
content worksheet (DA form 5500/5501). Do not assume that you are within the
standard. Review the weight/height table and use the updated DA form 5500/5501
located in CCR 145-2. POC for this action isMr. Art James at

 DD Form 2767. Suspense 1 May 2014. The annual DD form 2767 for SY 2014-15
will be processed differently from past years. Instructors will access and complete the
DD form 2767 via JCIMS. The form will be printed and signed by the approving official
(principal, HR representative, or DAI) and the instructor. Upon completion, the form will
be scanned and uploaded through JCIMS for Brigade review. The intent is to provide a
speedy, accurate, and secure procedure for the document to arrive at Cadet Command.

 Cadet Command POC Information Memorandum. The suspense for the Cadet
Command POC information memorandum was 6 Jan 2014. Please provide your district
with the correct format and inform them to immediately email or fax the document to Mr.
Art James at [email protected] or 910-396-3854.
AUTOMATION
 Token.
 Return TOKENS back for the following reason, i.e. expired, damaged, retired,
and departing instructors form the JROTC program.
 Mail cards back to Mr. Dawson at 4th Brigade Headquarters (Ft. Bragg, NC.)
 The DOD token can be used to access EMALL and AKO.
 Curriculum Manager (CM).
 All instructors need to have a CM for their classroom.
 Login Resets: Use the following to reset the CM. User Name is reset; Password
is jrotc.
 All instructors need to check for CMs updates each week, using a computer
connect to the internet.

 JUMS
 Updated JUMS User's Manual: An updated JUMS User's Manual is on the
JROTC web portal under Automation and Web Based JUMS 4.0.
 Helpful Hints:
 Creating a Service Learning Event- make sure that you have 15 cadets and 1
Instructor participate in the event for no less than 11 hours.
 Creating an event- ensure that you use the HELP function to guide you
through what is needed to get credit for the event on your Unit Report

TRAINING
 JSOCC Do’s & Don’ts.
 Take your complete uniform so you can take a photo.
 Keep in contact with Mr. Shay in reference to: class, date, mode of
transportation, flight information, orders, hotel reservations, and travel voucher upon
completion of JSOCC course.
 All newly hired Instructors must complete the online Basic Distance Learning
Course prior to JSOCC attendance.

 TRANSCRIPTS. Cadet Command requires all instructors to have their College
Transcripts loaded into JCIMS. According to our records the following Instructors are
missing transcripts in JCIMS. Request those listed in Enclosure 1 send brigade a copy
of your transcripts by Email or Fax. Once received, brigade will ensure that Cadet
Command gets them and they get uploaded into JCIMS. Instructors failing to submit
transcripts will not attend JSOCC. If you have any questions please do not hesitate to

 COMPETITIONS. We are expecting no funds for competitions this year. To play
on the safe side and keep the Brigade Best of the Best (BOB) alive, schools need to be
prepared to pay their own way. If we receive any funding for competitions we will assist
funding as we have in the past--but do not plan on it. For more information about the 4th
Brigade BOB competitions go to the 4th Brigade Web-site under Competitions and see
BOB plan for SY 13/14.
 MARKSMANSHIP. Congratulations to North Brunswick High School for again
winning the 4th Brigade BOB Championship for the 2nd year. We would also like to
Congratulate all those that participated. We had over 21 teams and Individuals that will
move on to attend the CMP JROTC Service championship in both Anniston, AL and
Camp Perry, OH. The Brigade BOB will be held again at Lexington HS next SY on 13
Dec 14.
 RAIDER. The 4th Brigade BOB Raider Championship is still on track and scheduled
to be held at UNC-Charlotte, NC on 26 Apr 14. Invitations will be sent directly to
selected teams. For more information go to the 4th Brigade Web-site under
Competitions and see BOB plan for SY 13/14. Teams must ensure they are using the
latest Raider SOP dtd 27 Aug 13.
 DRILL. The 4th Brigade BOB Drill Championship is scheduled to be held 1 Mar 14
for invited teams. Invitations are being sent out. The location for the competition is
Simon G. Atkins High School in Winston Salem, NC and hosted by the Winston
Salem/Forsyth County School District DAI Office. Ensure you are using the latest Drill
SOP dtd 13 Aug 13. You can find this SOP on the 4th Brigade website under Regs,
Pubs, and MOIs.
 ESSAY. The suspense for the SY 13-14 Annual Army JROTC Essay Contest is 14
Feb 14. All students enrolled in Army JROTC are encouraged to participate. The SY 1314 theme is “JROTC Builds Character and Leadership”. Major areas to be considered
in conducting the essay contest are:
 Criteria. (Go to the fourth Brigade website www.ajrotc.us and click on Essay
Contest for detailed information)
 The essays will be 300-400 words in length; longer essays will not be
evaluated. In order to verify the word count the school submission must be sent in
word format by email to [email protected] NLT the above suspense
date. Faxed submissions will not be accepted.
 Essays shall be the work of the individual Cadet. Cadets may receive
feedback from instructors, peers, and other teachers in order to improve their essay.
However, Cadets must do their own work.
 Judging. Since many instructors use these as learning activities and they are
more familiar with the working skills of individual Cadets, judging must begin as the local
school level. Instructors will submit only one winning essay to their Brigade. No
essays will be accepted at Brigade from students. Each Brigade will submit one winning
essay to HQs, Cadet Command.
 Awards. The Essay Contest Sponsor will provide awards for the 1st, 2nd, and 3rd
Place National Winners. The award will be mailed directly to the Cadet’s home address.
A JROTC Certificate and 2 Star Note will be provided as well. Awards should be
presented by a senior officer at an appropriate ceremony. All participants will receive a
Certificate of Achievement.
 JLAB. The JROTC Leadership Symposium and Academic Bowl (JLAB):
Congratulations to all the teams that participated in level I and the teams that have been
selected to move on to level II. We had over 150 teams selected to move forward to
Level II in both Academic and Leadership Bowls. The practice round for level II has
started and the actual competition is scheduled to begin 1 Feb (see below). Good

 RAPPEL TRAINING. As a reminder, as of 1 Oct 2013 JROTC program in 4th
Brigade can only use figure eight decender rappel hookups (Snap Link hookups
are no longer authorized). Also, as a reminder programs can only use specified
rappel equipment listed on the Brigade rappel SOP for any rappel training. No other
equipment is authorized. The specified equipment has been standardized at all JCLC
camps. All rappel training must be conducted in accordance with Bde Rappel SOP
dated Aug 2013 (Located on the 4th Bde Website).

 MARKSMANSHIP TRAINING: Units requesting range certification should contact

LOGISTICS
 Property. All JROTC property, to include uniforms, must be in JUMS NLT 1 July
2014.
 Inventories. All units are required to conduct 100% inventories annually. Follow
the steps below to conduct annual inventories of all clothing/property and sensitive
items.
 Prior to conducting inventories all clothing and property must be put in JUMS.
 Once you log into JUMS, from the menu at the top of the page click on reports
and select unit.
 Under available reports on the left side of the screen click on one of the following;
annual clothing, property or sensitive item inventory.
 Once you click on clothing or property look to the right and you will see view
report, click on view report.
 Once the report comes up, go to the blue square with the green arrow pointing to
the drop (EXPORT), click on the drop down and you will see EXCEL, PDF, and WORD.
Click on PDF or Word, then at the bottom of the page it will read, “Do you want to open
or save, click open and the PDF or Word file will come up and you can print the
inventory for your record.
 Use this listing to inventory all property and clothing, then sign the inventory at
the bottom and keep on file.
 Upon completion of your inventory go back to JUMS HOME screen, click on
manage supplies, select clothing or property and select property annual inventory.
 Place your Annual Inventory Date in JUMS..
 Inventory will be attached to annual supply inspection and sent to brigade.
 Supply Inspection. In accordance CCR 145-2, an annual inspection is due this
HQs by 15 March 2014. This inspection may be completed by SROTC affiliation,
National Guard, Army Reserves, or Installations CIPBO office. Checklist is found in
CCR 145-8-3 Independent School Supply Checklist.
 M853 Pellet Rifles. All M853 Pellet Rifles must be turned into CMP. Procedures
are below.
 School notifies the support installation that M853 rifles will be turned-in to CMP;
prepare required turn-in documentation (DD Form 1348-1A). Unit gets this form with
document number from CIPBO…be sure to include POC/phone/fax #.
 Recommend school retain the boxes in which Daisy shipped the new rifles and
use them for the shipment of the old rifles to CMP.
 The boxes should be taped together in bundles of 4 to reduce the number of
shipping units and the cost to ship.
Example: School has 20 rifles to return. They would tape boxes into 5
Bundles of four rifles and CMP will send 5 shipping labels
 School contacts CMP (Adam Hanvey/CMP, [email protected], 256-8358455 x 1006 or Gwen Massey/CMP, gmassey@odcmp, 256-835-8455 x 1128) and
informs CMP how many bundles of rifles they will be shipping and CMP will then mail
the required number of pre-paid shipping labels to the school.
 School can then contact FedEx to pick-up the packages. A copy of the 1348-1A
verifying the serial numbers must be included in the shipment, make sure you have the
fax number on the document.
 Upon receipt of the weapons, CMP personnel will verify the serial numbers on
turn-in document (DA Form 1348-1A) and fax back to the school. If there is a
discrepancy, the Civilian Marksmanship Personnel will notify the individual school for
correction.
 Once you receive turn-in document (DA Form 1348-1A), you will fax or email that
document to your support installation CIPBO to have the air rifles removed from your
property book. Once complete you will then forward a copy to Brigade HQs to prepare a
4610-R to move said air rifles from the TDA.
BUDGET
 GPC.
 All Government Purchase Cards (GPC) are in an inactive status and will remain
so until all Card Holders and Billing Officials are trained on the new credit card
procedure (GFEBS-SCCS). Although your GPC account is currently in an “inactive”
status, the billing officials (BOs) are still required to logon and certify (MA/DA
Certification) the account at the end of each billing cycle every month.
 If you have outstanding laundry and or alteration bills that need to be paid,
please fax or email the bill/invoice, and USAACE Form 60-E to Brigade, ATTN: Lynn
Davis or Sylvia Greene. A Brigade representative will pay the vendor listed on the
bill/invoice. The plan is to eventually have all laundry/alteration services on a contract
with an approved vendor in your area.
 Please continue to use DoD Emall MILSTRIP fund code to order all of your
uniform and uniform items as well as nametags.
 DO NOT USE OR ATTEMPT TO USE YOUR GPC ON DOD EMALL.
AWARDS
 Cadre Awards. DAI and Instructor of the year nomination packets are due NLT 1
February 2014. POC is Ms. Sylvia Greene at [email protected] or 910432-4499.
 Cadet Awards. Nominations for the Legion of Valor are due NLT 1 May 2014.

JCLC
 JCLC 2014. Due to OMA funding issues, there WILL NOT be any Brigade
sponsored JCLC encampments this summer. Alternate camps may be authorized at
your expense. Your Request packet for "Alternate JCLCs" (local "Leadership" camps)
must include the following: (1) Request Memo indicating Name, Location, Dates,
Commandant, Number of Schools Attending, Number of Cadets, Contact Number,
email address and Number of Cadet Meals Requested (2) USAACE Form 60 - Request
Funding (3) Training Schedule (4) Composite Risk Assessment. Camp
Commandant/SAI/AIs will conduct all training in compliance with CCR 145-2 and will
accept full responsibility for the safety and orderly conduct of all training for all JROTC
cadets that participate, reporting any incidents immediately to the Brigade Headquarters
in SIR format. Brigade will fund Cadet meals at a rate of $21 per day for each Cadet.
Your food vendor must be capable of receiving payment by credit card over the
telephone. If your request for meal support exceeds the GPC threshold of $3000.00,
you must submit a contract through the Brigade to Cadet Command within the
submission timeframe for processing (i.e., 25K and below is 103 calendar days/ 25K100K is 133 calendar days for processing).
