Pre-conditions

The library must be unlocked:

Call EEL_Init to initialize the library

Call EEL_Startup and call EEL_Handler cyclically to unlock the access
status ( access status != EEL_ACCESS_LOCKED )
o
Do not call EEL_ShutDown or EEL_Suspend before
