Addition of the Broker parameter UCMD_STC_SUPPORT that specifies whether or
not the Broker establishes the environment (SMF exit, etc.) to support Universal

Parameter STDIO_TIMEOUT was added to specify the amount of time in seconds
that the Universal Command Server process will wait for standard I/O to be closed by
child processes after the parent process has completed. Once this time has expired,
the server process will exit.

encryption for SSL sessions as it does for Universal Command version 2 sessions.
