Short-term Obligation Rate Transparency (SHORT) System Submissions Manual To upload an ARS document, click the Document that defines current auction procedures and interest rate setting mechanisms option. Next, enter a date in the Document Received Date field. To indicate that you are submitting a document that was in effect prior to May 16, 2011, check the box for transition period documents.
