If You Have the Cell Tower Address
To use this information, you’ll need to have street addresses
or, better still, cell tower location data. You can acquire the cell
data free from http://wireless.fcc.gov/geographic/index.htm. It
is suggested that you download and process this data well in
advance of any incident.
